Montenegro is probably the most underrated place in Europe to buy right now. That’s not a sales line. That’s a fact backed by timing, geography, and cold economics.

You can buy a fully finished apartment in Budva with a sea view starting around €180,000. Porto Montenegro? Expect €950,000+ for a one-bedroom in a luxury building with spa, pool, and marina access. Kolašin, up in the north—pure mountain air, ski resorts, local cheese and rakija—offers modern chalets around €350,000–€450,000, depending on size and land.

EU Accession? Still on.

Montenegro is in the final stage of EU accession talks. The government aims for completion by 2026, with full membership projected around 2028. When that happens, prices will go up. Fast. Croatia’s EU entry pushed coastal property prices up by 2x to 3x within five years. That’s not hype. That’s market math.

You need a car.

The public transport system is basic at best. If you’re expecting Uber, great buses or metro lines—forget it. Buying property in Montenegro means you’re also buying into the driver’s seat. But the upside? You’re never more than three hours from the sea or the mountains. Tivat to Žabljak (Durmitor National Park)? ~170 km, roughly a 3-hour drive. Scenic as hell.

Montenegro doesn’t do cities the way the rest of Europe does. Podgorica is functional but uninspiring. If you crave great museums or underground scenes, this place will bore you.

Fall in love with someone they weren’t planning on meeting after a beach rave and a couple of rakija. It’s for people who want to buy their time back and actually experience what a day off should feel like.
